Have you done any research yourself?? https://www.gov.uk/apply-for-a-uk-residence-card Yes i did. but couldn’t understand what documents i have to provide as they just said marriage certificate. Do i have to provide joint bank account details or joint rent agreement or bank balance or anything else...

 You may do both. So you will have nothing to lose. If they refuse again for a different reason, as least you know you have already lodged your appeal, and time will not be wasted.
Are you sure is it allowed to do both ?

or if anyone can suggest me. is it Uk embassy mistake or what? shall i do new application or appeal it? It could well be the embassy mistake or it is a deliberate act. It is open to you to apply and appeal, and see which one comes through quicker. that's what i am asking what takes longer to appeal...
