I received 2 PCN and 1 ticket for parking in disabled space. So you've had 3 PCNs? What were the other 2 for and were they issued by police? No the home office does not send any acknowledgement that they have received the BRP card. Your only proof will be the signature on the track and trace once it's delivered. They only ask for you to send it within 5 days not for them to receive within 5 days so 30 days is not necessary.

Chances are your documents are somewhere there just not with the right person! If you sent to this address: Naturalisation BRP Returns PO Box 195 Bristol BS20 1BT Then you sent to the correct address. The post office are having/had severe delays maybe due to holidays. Or perhaps because it's a PO Box. I suspect your other posts that were delivered were not to the same address?...

They already have this information about you and yes a few people have had issues with it. Mainly people don't remember the dates and don't have the reference numbers. If you answer Yes, it asks to provide details "If known" hence why I don't think it's that big a deal.

It's not 90 days from when you received the letter in the post because the time from approval date and receipt varies wildly from person to person. I breached my visa less than 10 years ago Correction - my visa breach was more than 10 years ago but it's still less than 10 years since my visa was regularised after the breach. So even though I have to wait (like your parents), my dependants were not affected and did not need to serve the 10 years.
