If your friend has ILR (as an EEA citizen was that granted in the 60's or 70's?) then the application was made (presumably) as someone NOT exercising their Treaty Rights but as someone holding ILR. If your friend had not lost ILR e.g. for an absence of more than 2yrs, then there is no need for them ...

Did you see the case of Inga Lockington? It was widely reported and on BBC Radio 4. If you search you can find lots of reports on her refusal and the HO response following the publicity.
