My situation was similar. I was deputed to UK with non-taxable allowance and salary paid in India. I just showed my Indian earnings and got it approved. I applied in June 2007, which means under new law.

HSMP document sent: 22nd June
HSMP Urgent Treatment form sent: 5th July
Approval Received:16th July
FLR form sent: 16th July
FLR Urgent Treatment form sent: 20th July
FLR Approval Received: 25th July
