Hi John,

You should have time, as the visa should be issued within a week.

That said, if you fly with Aer Lingus and check-in online or by using one of the self check-in machines in DUB, your wife will very likely not be refused boarding.

Stamp 4 EUFam is for family members of EEA nationals. From what you have said, you don't appear to qualify for this.

That's usually because they won't sign their motor tax forms...

"Stamp 4 EUFam" is on your GNIB card, and will be on subsequent GNIB cards once you have acquired the right of permanent residence, simply because you are resident in Ireland in accordance with the EEA regs.

I *believe* that the divorce would be recognised legally in Ireland, so long as it is recognised legally in the country of issuance. I.E., it is in fact a legal divorce and not just a religious divorce.

To be clear, the Irish visa to be applied for is an EUTR visa. Making this clear in the application lessens the chances of unnecessary documents being requested.

Because visa or no visa, entry can't be refused of you can prove your nationality and relationship at the port of entry. But both the UK and Ireland (and other states) would prefer a pre-issued visa. If you can convince Brazil airport staff that your wife won't be sent back at the border, happy days...
