Does anyone know that if you take up "residency" here whether you have to have your full Irish drivers license within the year (if you wish to drive alone), or you are expected to have started the procedure, in that if you've got an irish learners license you can still drive unaccompanied ...

I did think that it was a blanket on all non-EU nationals, so I was a little stunned when the article referred to 1,500 asylum seekers.

Yeah,

I thought 1,500 people per week of all descriptions (workers, students etc) would try to register at Burgh Quay each week, not only asylum seekers!

Does it actually make a difference whether or not you need an entrance visa to get into Ireland as to whether your family can stay with you in your first year of a work permit? The one for spouse of irish citizen seems to be in the vicinity of 12-18 months.

Ireland will lose out in terms of international students. They are actively encouraged in other countries. I see countries, such as Australia not only allow a student to work, but will also allow dependents to work also (only 20 hours per week, but that's better than not being able to bring them!).
