The clock does not restart if you are unemployed on a HSMP visa. The requirement for ILR on HSMP as per part 5 of the immigration rules is that one should be in employment at the time of the application. Children born in the UK can register to be British citizens as soon as the parents get ILR. Look at the UKBA guidelines about registering British born children who are not normally eligible for citizenship due to their parent's nationality.
