It is stated in the immigration rules, para GT 11.1, ie the new skilled worker visa which replaced tier 2 General. It makes no difference about switching within the UK. You need to meet the qualifying period with holding qualifying visas continuously. Your tier 4 visa broke that and is not a qualifying visa. Makes sense. Because my Tier 2 leave hasn't expired and because it wasn't a replacement, do I have to return it? No. If you did, it would not limit the returns to those situations. Not sure I follow - I don't have to return it? Or that I have to return it and the reasons aren't just limited to those situations?
