Of couse you can visit the UK before you decide to settle down. But you still need to register within 7 days upon arrival no matter you are coming for a visit or a long term plan. I think the legal definitions of a dependant are pretty much the same everywhere Yes, and that defines spouse and children under 18 as dependent. Not parents.
