My certificate is date 5th July, which is the same day I received an email asking me to confirm if my postal address is the same as on my initial application. For change of address I was asked to put in writing and send tracked. I wasn't asked to send any new proof of address letter... not that I even have any yet. I just put my current address, application number and new address and when valid from in a letter.

I don't think there is really any time limit for sending the documents after submitting the form online, they won't do anything with it until they receive the documents anyway.
