If I don't receive an email this week inviting me to use IDV app as a March applicant, I am thinking of opting out. Otherwise, based on their "few weeks" "phased" timeframe, I might end up waiting for another month.

Good for you ! perhaps they have new criteria or some edge cases for Biometric reuse. Eitherway you get an appointment quickly than the rest of us who are waiting for reuse next steps. Go for it - all the best . I am in the same boat , changing Employers soon in September. But waiting for next steps...

Not everyone has received the email asking for documents. There is a Submit to UKVI button on the document upload page , and if you have already clicked it I presume you may not receive the email. I havent either , I applied mid June,.
