Never knew EEA nationals with PR also received COA.

I understand it takes longer for non eea members and thought that this would be a lot quicker for an eea national already holding PR documentation.
Are those people waiting since January EEA national holding PR already?

I would be very grateful if someone could andwer me the following please: EEA National PR documentation holder since 2014. Settlement was applied on 24/04/2019 via app. We only received Application Submitted email and nothing else since. Do we receive COA too? Or is this just for non eea nationals?....
