Is this a new trend that if your UK Visa application refused they send refusal email before collecting passport?

When my brother got his refusal in July, he got the refusal email with an attached letter before collecting the passport. So i guess yes. He applied from Pakistan.

As per UK gov website: You will not get a refund if: - you’re applying for indefinite leave to remain or changing to another visa where you do not need to pay the IHS Thanks
