The rules allow you to apply within 28 days of your 10 anniversary of the date you entered. There is nothing in the rules that state you MUST have a valid visa up to this point or past this point. Long residence ILR does not permit dependents to apply with you. Only you can apply on the form. Your UK born child can be registered as British on form MN1 once your ILR is granted.
