You can submit this form on line at: www.visa4uk.fco.gov.uk or by hand, as you are doing now. As your wife is a housewife, you have to show her as being UNEMPLOYED. As long as you fulfil all of the criteria necessary for the spouse visa, then I do not see age difference will come into it. We had 10 year age gap and successfully got visa.
