I've just decided to just play a waiting game. You cant do anything without National Insurance number.It takes almost two months for you to have one so by the time you see progress 6 months have gone. You should be aware that Ireland and the UK share immigration data. Your 13 years of overstaying in the UK might count against you and you could be refused an Irish visa.
