Again , once you get the VISA you can travel any time as long as your visa is valid(before expiry)

Legally you can travel even on the last day of your expiry :)

First of all there is no restriction on when you should travel as long as you travel within the VISA validity time frame. I dont think there would be any difference. The new approach is changed from from a security perspective. Also it aims at making things easy for genuine HSMP applicants.

Thats what even ifelt .. that loan is a debt. but that is not the way the west see's it. Very few people in the west have liquid money. They live on credit mostly.
