I scanned all my pages including the blank pages. There have been cases reported where the UKVI requests the applicants to submit their passport hardcopy at a later stage for verification. I haven’t received the reuse email but I also see this in my UKVCAS account. I was asked to send my documents via email earlier this week which I did. I think this mechanism is perhaps just a formalisation of that? I will wait until we get more info about uploading photos before using this new tool...
