There is a post on the Irish passport Service Twitter page about FBR's, maybe you can reply to that to find out about what can be done re getting her citizenship before the baby is born. @PassportIRL

I'm not sure that they are processing again - in South Africa, all correspondence is received from our Embassy, and not directly from Dublin. It is very likely that it was sent back to SA before they stopped processing applications.

When you select how your parent received their citizenship (first page of form), you should select "born abroad to a parent born in Ireland". I think you have accidentally selected foreign birth registration in that selection.

If your father was born in Northern Ireland, you don't need to apply for foreign birth registration, you can apply directly for a passport (unless he renounced his citizenship, in which case I am not sure).

Possibly try the baby's doctor?
My husband used a doctor for his passport application, although he was charged a fee.

A minor is covered by the parents permission to stay in Ireland until they are 16. Her daughter will only need to register with Immigration on her 16th birthday. She won't have any issue entering Ireland if her mother is granted permission.
