I sent the certificates with a cover letter to Sheffield and ILR was approved 1 week later. It was a stressful week for sure.

If this happens to anyone else and they have the original certificates, they should do this rather than pay the IHS and start again.

I uploaded the files myself and just checked the uploads for the first time since April, the life in the UK test is there but the English is not. It's worth noting that letter says that I will lose my application fee and have no right to appeal if I do not pay the NHS surcharge. It appears very heavy handed to me.
