I think all the PEOs are operating strictly on appointment basis since atleast mid last year; that is when I had applied for ILR.

Provided the rules for ILR still remain the same when you come around to apply, you can apply 28 days prior to completion of 5 years of your continuous stay in the UK.

UK experience does matter while applying for jobs in UK.
Having said that if you have got the right skills and significant experience to go with your skill set, then in an open market (which is not quite at the moment) you should still be able to secure yourself a job.

Yes, after you complete the required period of 5 years of continuous stay(as it stands right now) either on WP, WP+Tier 1 or Tier 1.
Not to mention there are statutory other requirements such as passing Life in UK test, no recourse to public funds etc. t hat you will need to satsify as well.

Mate, you are almost a year late. JR related to PR/ILR retrospective element was turned down, if I remember correctly, sometimes end of 2007 / start of 2008.

To be honest the UK market is not really good at the moment, mainly due to the credit crunch as well as due to end of the year just round the corner.
Better option in my opinion will be to wait atleast until next April and see if market opens up by then.

The day you left UK and the day you came back should be excluded in calculating days out of UK. There is no harm in mentioning 1 nighter trips in the application, but for these number of days out should be mentioned as 0.
