Will aprpeciate if anyone can confirm whether one can avail NCS service (for naturalisation application) offered by a council which is not the local council for the applicant.

Rather risking a rejection and re-applying, which will anyway cost you more money, time and stress it will make sense to apply it through a solicitor in the firsdt palce as you know there is a gap period involved.

It is your responsibility to keep a track of your visa eligibility and apply for extension before the earlier one expires. Try approaching a good lawyer and see if that helps.
Other co-members of the board will provide possible alternatives.

You are right. There is no reason not to claim; we just did not claim it.

If I understand it correctly claiming benefits is solely upto the individual and as such should not really have any impact on our naturalisation application. We decided not to claim any benefits until we gain citizenship.

We have never claimed tax credits or child benefit till date, and as my wife has never worked in the UK hence never felt a need to apply for NI number for my wife.

During 18 months my salary increased by 15 % and there was no promotion.
15% salary increase in 18 months !!! Irrespective of how efficient you are, to get this much hike I've to say you are damn lucky to work for such an employer.
