I do not think a person on a visitor visa who has travelled to UK is allowed to make an in-country application for Tier 1.
In other words in-country switch to Tier 1 from visitor visa is not allowed.

you are right I will have to call local authority to book an appointment for the ceremony, but I can do that only after I receive my invitation letter. So I've to wait for it, I guess.

Without an OCI or PIO, I do not know what are the chances of getting a good offer no home loans.

Once you get OCI/PIO, I believe you can get access to all those products which are available for a resident citizen in India.

Being in employment is not a pre-requisite while applying for citizenship. Hence you are not bound to inform UKBA about your lay-off, on the contrary informing UKBA should not have any adverse impact on your application either.

Since you were not getting paid in the UK, although you were working for the same employer, I am afraid your absence will be treated as a break in continuous residency.

so in total i am having Work permit and HSMP fore more than 5 years (without any break), but i was not in country for nearly 8 months.
This amounts to break in your continuous stay. This is not what you would like to hear, but I guess you will not be eligible for ILR until 2011.

It is not a requirement, but I guess it is in the best interest of the applicant that he makes himself accessible for a certain period of time after the application is submitted, just in case UKBA needs to contact the applicant. Having said that given the current processing timelines, it is unlikely...

where does it say that in the rules or guidance, please?
There is no mention of it in the guidance notes, but if you apply through NCS, they do make sure that you are contactable for the next 5 days or so after your application is submitted. I'd a similar experience as well.
