Yes, but they have a lot of influence. Local politics, labour lost and SNP won, so even though they don't control immigration they exert so much influence on it.

Dawie, even if it changes from 3 to 5 years the core question was can you still use it after 5 years instead of waiting for six years (ilr + 1 yr)
