You really need to work out the different types of visa. You want to apply for a EUTR visa. IF you have all the correct paperwork, you can get it in 2-3 weeks. If all your paperwork in order you can get the visa in a couple of weeks. Apply for a 90 day EUTR visa and then you can apply for residence after arrival.

Yes, you do have to inform INIS, and you should have done so 4 months ago. Whether you have any right of residence in your own regard depends on a multitude of different things, no-one here can tell you without a lot more info

You're right that people are not losing their IRP when they leave the State, but only because they don't tell INIS when they are gone, and lie to keep it. It's very simple how it works. No. The "ordinarily resident for three tax years" is regards to REVENUE, not immigration. Once you leave the state, you are not resident, ordinarily or otherwise, and you lose your IRP.

You have an IRP based on Special Skills work permit. Once you leave your job and move to Spain, you are no longer entitled to the IRP. It is invalid. You say your visa is ok now, but how is that? On what basis are you residing in the State? If its as the spouse of a citizen who you havent said is not here, your "visa" (you mean residence permission) is not ok at all.

Yes, they will check your DEASP history and current status. If you are now on unemployment benefits you are likely ineligable to sponsor your spouses application (unless its covid-19 related).

You applied for asylum in Ireland when you had an EU wife and children living in another EU country? EUTR are going to be doing a lot of digging before they give you any permissions.

Nobody is going to fail the genuine economic activity test because of the pandemic. IF once its all over the EU citizen doesn't manage to go back to work, at some point it will impact then, but not as a result of the shut downs.

Unfortunately you are not entitled to an Irish passport as you do not have a documented Irish parent. Without a name on your birth certificate there is nothing you can do, legally you have no claim to Irish citizenship.
