I have not seen INIS disagreeing with me. You have not even read the treaty. If as a lawyer, your best answer is that INIS does not agree with me, without signing any legal provision to back up. The official response would be no. She needs a Type C Join Family visa for Ireland. However, I think there is a ruling somewhere that prohibits immigration officers from turning such people away if they do manage to get to the Irish port. He's not entitled to it, no. He can apply for it, but it's not very likely he'd get it based on an irish citizen minor sibling.

The visa waiver scheme is suspended since July 2020 due to Covid, so it wouldn't apply to you in any case.

You don't have many. You have no basis for an appeal on EU treaty rights, that would be a complete waste of time. You don't earn enough to sponsor a dependent parent, that would be an automatic refusal. Your only option is to apply for special permission outside the rules and hope for the best.

Visa load is NOT very low at all, it is extremely busy and with a reduced workforce.

Lots of people get refused a Visa after getting a permit. The decisions are not linked. Also people don't make a proper application because they think that its a formality, and get refused because of it.

She can't retain EU rights. The only way would have been to retain them through you, but you are now Irish, so no EU Treaty Rights.
She's now the dependent mother of an Irish citizen, and you can apply for that status, but you need to be earning 60k a year to qualify for that.

Nobody can tell you, since no-one knows what is going to happen. You won't be entitled to EUFAM in Feb next year, there is likely to be a new scheme set up to deal with family of UK citizens, but there isn't one yet.
You're just going to have to wait and see.
