Explain better, add a photo of the letter without your personal details.
Garda vetting is part of the processing already and is normally carried out at the second stage without any letters asking for consent.

How long does it take to get the refusal at the initial stage assuming they don't accept the explanation? Ineligibility is not a refusal. Bank statement used to prove that you have lived here during particular period of time by showing day to day expenses for food, utilities and so on.

Your bank must send you the copies to your new address. Ask them again. They will be accepted.

Pay the fine and send a letter to the Citizenship Division, with an explanation and copy of the receipt.
Better if you disclose this yourself, than if this comes up after another garda vetting.

It doesn't matter. You need to give details of your employment in your application.
Any additional details related to your employment (and/or anything else) that you wish to clarify must be explained on a separate sheet and attached to the form.

Send them a copy of the visa refusal letter together with your explanation.
You don't need a solicitor for such a basic task.

Is it allowed to make FOI twice? If someone made the request like last year, can the same person make another request this year? Yes. If you think you can find anything interesting you can ask for another one. But personally I wouldn't bother, it's probably going to be another Garda vetting request...
