As of today you need to provide three different proofs of address in addition to banks statements and payslips. Things are changing regularly. No problem, then it's really up to you. You can get a permission as a mother of an Irish-citizen child, or a wife of an Irish citizen when your husbands gets his certificate. The latter will be preferable and more straightforward.

How can you have an Irish born child if neither you nor your husband are Irish citizens yet. A child who was born in Ireland to a non-Irish parents does not become Irish citizen automatically since 2005. Contact your registration office, explain the situation and ask for an appointment.

No one refusing to issue you a passport or telling that it is a privilege. Wait until your estimated date, then try to make inquiries. If you need a passport urgently, apply for an emergency passport.

Got my standard passport today, 26 July 2021.
Applied on the 10 June 2021.
Original passport, birth certificate and naturalisation certificate were returned a month later.
But they did not return certified translation of my Vietnamese birth certificate. Not sure why.

If offfences were commited before the application was send, it should have been declared on the form with copies of receipts for fines paid if any.
