Thank you for your reply. Yes, this is where my confusion started, I though the family permit was a visa. I will proceed to apply via the EU Settlement Scheme. Will he have to submit his biometrics again or will the biometrics he provided when he applied for the family permit suffice?

Understood. So what we'll do is apply for his visa for Northern Ireland and then once it has been granted he can cancel his stamp four visa in the South. He comes from a country that has a 90 day visa free entry, however he would obviously have to fly into the south in order to activate this. We'll ...
