The child of a an EU citizen or their non-EEA spouse with settled status can apply, beyond 2020. They have a lifetime qualification.

It's just weird that the legislation explicitly doesn't allow certificate replacement, but gives you a letter which de facto is a certificate replacement. It takes getting used to.
