I have the feeling there’s no such thing then a 12 week rule at all.
Just reading about someone being approved 10 days ago and has their ceremony this week.

Besides I know people who wait since 14, 16 weeks and also by contacting they still aren’t offered ceremonies.

My council charges £206-235 for a 10 minute ceremony (for the case they have the certificate and clearly offer it which they did for some who were approved before lockdown) and I would refuse paying that as first we paid for a ceremony with the fee and second feels totally wrong. No, as long as HO hasn’t printed and send the certificate your council cannot offer any kind of ceremony.

Maybe they are with smaller councils who didn’t have to deal with a big backlog and just have time now to do ceremonies for everyone approved recently? I’m for example in Birmingham. After receiving approval letter yesterday I.got relieved that the waiting will be over soon but to my surprise I.couldnt reach to my council today. Called them on registrar office numbers and all.numbers are on automated voice mails, seems like the registrar office workers are still under lock down...

I can’t believe I work full time in customer service, can go to every shop, eat in restaurants, see gyms being open, flights can be booked and people go on holidays, people who want to sell stuff knock on your door... but councils can’t open and therefore no certificates can get printed?
