@shahkb - congrats! So it seems they weren't being clear with you and actually when they said they (the council) would send an invitation letter, they meant that the Home Office would. So either your council isn't explaining things properly to you, or they have decided to take their own approach. Because 'The Invitation Letter' for everyone else comes directly from the Home Office. Maybe the council was trying to say that because they have received the certificate they think it's...

Some councils do citizenship ceremonies without the invitation letter, they ask for the approval letter instead. Try that first. If your council refuses, I'd recommend submitting a complaint to the Home Office (https://www.ukvi-complaints.homeoffice.gov.uk/reason) and reaching out to your MP. There...
