That is strange - since they said it is only open to people who applied upto 30th of June and that they should receive an email before they book. An error in the system perhaps . I know it feels safer to wait for official comms from UKVI/UKVCAS about the new submit option. But personally, I have a high level of confidence in my documents, so I didn't see any reason to wait. I haven’t received the reuse email but I also see this in my UKVCAS account. I was asked to send my documents via email earlier this week which I did. I think this mechanism is perhaps just a formalisation of that? I will wait until we get more info about uploading photos before using this new tool...
