Yes, declare them both.
If they were both FPN's you should be fine. But if you got them through courts, you have to wait for two years from the date of convictions, else ILR will be refused.

Hey strangersmall,

I am in the same situation as you.

I am planning to give the passport office a call on Monday. There is no way I can provide them with birth certificates and marriage certificates of our parents.

I will update if I have any info.

I am not a solicitor but have researched on this in the past. This is not a criminal conviction but you need to declare it somewhere so that you are not hiding anything. Declare it as civil penalty. Applied 25th July, Set(O), submitted docs on UKVCAS same day. Received email about biometric reuse & IDV app last night (previous biometrics given in May 2018). Deadline to opt out of reuse is 10th Aug 5 pm.

We applied in May (ILR Set LR) and got the bio-metric reuse email in July. Had uploaded all the documents on UKVCAS site in May but never "submitted" to UKVI as wanted to wait for the appointment. Now that there is not going to be any bio-metric appointment, when are we supposed to submit...
