I believe the address has now changed but you can use that address for the cover letter. Doesn't matter as much as you will be uploading an electronic copy anyway. I used that address for my cover letter and received my approval today.

Yes, you may write a cover letter explaining the required amendment and upload with along with your other supporting documents.
