As per as I know She is not allowed to submit her application before April 24, 2021. If she apply at April 24, 2021 then April 10 to April 24 she will have no visa which can be an issue of legal stay.

What is her initial visa issue date? It is 22/05/2016 She will qualify for ILR on 24th April 2021. As you said her current visa is expiring in the second week of April so I would assume 14th April 2021 for the following.
