Yes. As long as one of them is a British citizen and the other one is a Professional.

The guidance says you need a Professional who has engaged with the kids at profession but if that's not possible, you can go ahead with adult reference eligibility.

20Oct to be perfectly safe. Also 21Oct would work if you left UK on that date.

Application date is the day you submit and pay, irrespective of bio.

May be easier to re take the Life in UK test as you would need the certificate. You need to prove your english language eligibility.
