I submitted a Global Talent stage 2 application back in April.
Went for biometrics in Croyden on Friday (14th August). I don't have any updates yet, but I will post when I receive anything .

Yes we did apply with the same recommendation letter and got the endorsement. we also got a confirmation from the art council that we may do so. Best of Luck. Hope this helps.
