1) Is paying NI is optional? Can I pay only tax and not NI?

no. of dependent is zero in my passport too. in some another thread it is said that if wife has no separate passport then and then in applicant passport dependent is mentioned as 1. in our cases wife has separate passports so nil dependent. not knowing about your another query.

my EC was also approved on 3 Jan 2008 from BHC Mumbai but took one month time for processing.

better if experienced ppl share it, as we all r going to fly within 3-4 months and start searching job right from EC issued.
