Add a cover letter and send this when you apply for a British Passport. HMPO will retain this and send to the relevant department. They will also issue you a letter. Manchester has received over 200 certificates. They will be dispatching letters after Wednesday. They will be holding ceremonies daily from next week and private ones can be done from this week.

It is quite possible that the model will prove outdated very soon. I'll try and update the projections once I know more.
