I think 9th Sep. UKVI have told us that they aim to deal with ALL applications in date order. This means that your case will be dealt with by UKVI based on the date of your registration with UKVI/UKVCAS. Is it not the date of payment to UKVI? It looks like UKVI has completely slowed down processing of ILR applications. I am 4th Aug LR applicant and was expecting decision today. But looking at timelines section, it looks unlikely.
