HSMP is the old demised version of Tier 1. HSMP ended in India on 31 March 2008 and world wide on 29 June 2008. Tier 1 is (basically) same as HSMP, but there are many important changes as compared to HSMP (regarding documentation, etc.). The differences will become clear when you read Tier 1 guidance.

If you are applying for Tier 1, only submit those documents required for Tier 1. You don't need a letter from your University, degree certificate is enough.

I think you are looking at HSMP guidance. You need to look at Tier 1 guidance.

I dont think you have insufficient funds, rather, the reason for rejection is statements were more than 7 days old. Admin review may not help. You could have mentioned the following rather weak points in your Admin review: 1. Inform them that "7 days" rule was not mentioned in PBS website ...

I think French degrees are called "Diplomas" (not sure though). But it is better to check whether your qualification gives you 30 points and is in NARIC database (BIA points calculator) or not.

Your HSMP letter is valid till 01 Jan 2009. You can apply for EC with this HSMP letter till 01 Jan 2009.

When you apply for EC, you can request Caseworker to post date your visa upto 3 months from the date of approval.
