You make a request on behalf of your child. Your will need to provide your child’s ID as part of the application. My problem with going the JR route is why do some applicants have to spend more for the same privilege as any other applicant who gets a decision within months? As for the backlog, the last update was in December, 24000+ applicants are in the system which include 6000+ people waiting for more than 3 years like me. This is a testament to the hard work the department has put in. The efficiency with which they are dealing with the applications should be taught...

Naturalisation is a non-issue for the minister, the ruling party, the govt and the Irish people. Because the people who are waiting for their naturalisation for years dont really matter to the national polity. That is why, there is no avenue other than Judicial Review which would cost money and time...

AFAIK, a Garda vetting cert is valid for 12 months. They have to request a new one to keep it up to date. I have never set a foot wrong in the eyes of the law in my life, anywhere in the world. Just give it to them, it won't any harm and will speak better than words. At least they will be satisfied...
