Ok... We figured out the answers. Basically, process might take anywhere up to 6 months. NTL form is the one to fill. Application is now free of charge since 6th April 2022. No Time Limit applications have become free of charge from 6 April 2022. OCI applications are processed in India and booklets also printed there before being shipped to the numerous overseas consulates where the application was originally submitted. The consulates then have two jobs left to do - 1) sign and stamp the booklet, and 2) pass it on to VAC for onward dispatch...
