Batchelors degree needs to be taught in english so in your case it would your BSc/Btech .

you have to get a letter from the college stating that was taught in english .

IELTS or other exams mentioned in reference guide would be worth as well

if you read the Guidance notes on the new Tier 1 FLR its said clearly that people who have already supplied English proof need not prove again .

Which is same case as Degree

Mini Cash ISA should also be fine but the typical cost of maintaing such account can cost some money .

ideal you can look at any Saving accounts which most of the Banks offer and you should be able to keep money in it .
Most of the Banks in UK is regulated by FSA.
