If your theory is true, FBR will now go down drastically, since ceremony on June 20th will cause a heap of new Irish citizens by naturalization apply for a passport. They've hired some temporary staff to Passport office, but doubt it'll be enough to keep passport processing speed on the same level....

The FBR made an update to their website on the 27th May saying the were spinning up a new team dedicated to FBR. The same page STILL quotes a year to 18 months to process. You're misunderstanding I think, applications are expedited for the parent of the expected child. If the parent is not on the FBR when the child is born the children aren't entitled to Irish citizenship, thus they will expedite the parent's addition to FBR prior to the birth of the child.
