I don't know anything about fake agencies, BUT agencies should check if you have already applied for a job through another agency before sending your CV to the client. I should have clarified - the tax doc and the letter from my employers both cover exactly the same period - which makes it odd that the amounts are different, but it's a small difference and could be simply due to their reporting methods.

The HSMP application defines a 'tax return' and it appears to cover a range of documents. Which is why I'm wanting clarification on whether my Summary of Earnings would be appropriate.
