we need to pay council tax in UK. when we join in any house legally , landlord will our details to council. From that we have to pay tax.
At some places, lanlords only pay the tax.
You just need to see the terms and conditions in the tenancy agreement.

This rule has been changed. earlier it was 7 days. Now it is one month.

I think other proof is bank statement in which you got credited 3 months salary at a time

I think workpermit dependent visa, is different from Tier1 dependent visa. we get WP visa in 5 working days max. where Tier1 dependent visa takes min of 21 days i think.
