He can travel on his own, no problem. I was once told by an airport immigration agent (NON-EU citizen queue) that I could use the EU citizen queue with my stamp 4, even when traveling alone. Ir happened the same with me, then I checked my bank account to see payment went thru and it was there. A few minutes later I got a confirmation by email.

It means that from the moment he applies to the moment he has his citizenship granted he has to have a valid visa. They mention there a limited chance a non-EEA to retain their visa.

Your friend has to have 5 years of residency in Ireland and a valid visa throughout the whole process.

If E-Vetting letter is received, is that an indication that all documents are okay and have been accepted and the person is eligible for naturalization (given that E-Vetting is successful & the person completes the rest of the process)? I don't think so. I think any applicant can still be refus...
