You'd have to apply in writing to ISD first and wait for a while until they give you an answer, if you'll try to do this on a visit visa; straight to Burgh Quay is for someone that arrived on Join Family. I don't think it's allowed to apply for both visas at the same time. Tourist visa would be easy enough as long as she can show funds and proofs that she will return home or else you can show proofs that you can support her with money in bank, salary etc etc
